摘要:[目的]了解SARS后北京市疾病预防控制机构突发公共卫生事件的应对能力现状。[方法]通过横断面调查,对北京市21所疾病预防控制中心使用统一问卷进行调查。采用评分法和数据标准化法来评价疾病预防控制机构的应对能力。[结果]北京市各级疾病预防控制中心针对不同突发公共卫生事件有一定的应急反应能力,市疾病预防控制中心好于区县级疾病预防控制中心,18个区县疾病预防控制中心的应对能力由高到低为城区、城乡结合区、远郊区县,但整体应对能力存在不足,尤其是险情通报与卫生信息发布的能力,房山和燕山疾控中心的应对能力也不高。
[结论]突发公共卫生事件应对涉及多个部门、多个系统,其能力的提高是一项长期的任务,需要各级疾病预防控制中
心不断努力来加强应对突发公共卫生事件的能力。

SURVEY OF RESPONDING CAPACITY ON PUBLIC HEALTH EMERGENCY OF CENTERS
FOR DISEASE CONTROL AND PREVENTION IN BEIJING AFTER SARS LIU Jun-xiu,HUANG

Abstract:[Objective]To probe into responding capacity on public health emergency of Centers for Disease Control and
Prevention(CDC)in Beijing after SARS.[Methods]A questionnaire survey was carried out in 19 CDCs to get their organiza-
tional information.[Results]The basic establishment and instrument in these organizations were established;all the CDCs
made preparations for public health emergency,so emergency responding system came into being primary;the responding ca-
pacity of municipal CDCs was better than that of district level,the district level better than county level,but they all need to be
strengthened.[Conclusion]It is a long-term task to improve responding capacity on public health emergency and all levels of
CDCs should continually try to build up their capacities.
