北京市突发公共卫生事件报告信息来源分析

摘要: [ 目的] 了解北京市突发公共卫生事件信息的主要来源, 为突发公共卫生事件的监测和预警提供依据。
[ 方法] 采用回顾性调查的方法对2005 年1 月1 日~2006 年6 月30 日61 起网络直报突发事件的最初发现情况和疾控
机构初次获得相关信息的情况进行调查。[ 结果] 70.49% ( 43 /61) 的突发事件信息来源于卫生系统内部, 事件最初
发现人主要是门/急诊医务人员, 占69.77% ( 30 /43) ; 卫生系统以外的占29.51%, 最初发现人主要是教师, 占30.23%
( 13 /43) 。疾控机构最初获得突发事件信息的方式以被动接受报告为主, 占78.69%; 通过浏览传染病报告卡和网络直报数据分析等主动方式占18.04%。[ 结论] 北京市突发事件信息的来源相对单一, 需要进一步加强各部门间的信息沟
通, 并考虑将突发事件报告职责扩大到学校等集体单位; 此外, 各级疾控机构应加强突发事件的主动监测, 及时分析网
络直报数据, 提高早期发现疾病暴发的能力, 才能有效地预防各类突发事件的发生。

ANALYSIS ON SOURCES OF REPORTED INFORMATION ON PUBLIC HEALTH EMERGENCY

Abstr act: [ Objective ] In order to understand basic sources of information on public health emergency in Beijing, and
provide scientific bases for surveillance and early warning. [Methods ] A retrospective survey was conducted to learn about the
discoverable status of direct network reporting emergency and the basic information acquired by CDC when the emergency happened
for the first time. [ Results ] 70.49 percent information on public health emergency came from health institutions, which
was discovered initially by the staff worked in out- patient clinics or emergency departments. 29.51 percent information on public
health emergency came from out of health institutions, which was discovered initially by the teachers. The manner of acquiring
information on emergency in CDC was the passive reception on reports, which accounted for 78.69%. Actively detecting manners
such as reviewing infection diseases reporting cards and analyzing surveillance data only accounted for 18.03%. [ Conclus ion]
The sources of information on public health emergency are relatively limitative in Beijing. It is necessary to extend reporting responsibility
to the other departments such as schools and enforce the information communication between different departments.
In condition, CDC should strengthen active surveillance and improve the capacity of early detecting the outbreak of disease by
analyzing surveillance data. Then public health emergency can be prevented and controlled effectively.
